Late Supreme Court Justice Robert H. Jackson said,
"It is not the function of our government to keep the citizen from falling into error; it is the function of the citizen to keep the government from falling into error."
Notice how the word "citizen" is used in the singular tense.
By using it this way it is stressing the importance of each individual to participate.
Everyone's function is to be involved in their government.
