Are We Losing Our Marbles With The Municipal Budget?

Analogy of how a municipal budget works.

Every year the town gets with the auditor and he tells the town how much total money can be spent for the next fiscal year. That number is, for the most part, set in concrete. It doesn’t matter if you spend money and then get it back it still counts against the budget.
It is not a revolving budget. It is not like a credit card that has a limit on it. You don’t get to make payments on it and get to keep spending as long as you stay under your credit limit.

Look at it like this. The auditor says you can spend 60 dollars for the whole year. At the start of the fiscal year to make sure you don’t go over budget he gives you two jars. One is completely empty and painted black where you can’t see in it. The second is clear glass and full of 60 marbles that represents each dollar you can spend. Now for each dollar you spend throughout the year you pull one marble out of the clear jar and put into the black jar and you never will see it again for the rest of that year.

Say you spend 5 dollars this month. You take 5 marbles out of the clear jar and put them into the black jar and you can’t see them any more. Let’s say that month someone pays their bill owed to the city of 6 dollars. That money goes into the bank and no marbles are put into the clear jar.

Then the next month you pay more bills using money in the bank and use up marbles from the clear jar. You receive more revenue and you put that money in the bank. You continue this cycle until all the marbles in the clear jar are gone or the end of the fiscal year comes, which ever is first.

When all the marbles from the clear jar are gone your expenditures are finished. You can’t get marbles out of the black jar and use them again. And the money that went into the bank didn’t come with any marbles. You can't buy more marbles with the money in the bank either. You only get more marbles again after next years audit and the auditor tells you how many you can have.

Even though you know there is money in the bank and you know that there are marbles in the black jar your budget is determined by the clear jar. When you use all of your marbles from it, there is no more spending allowed. Next year you will get the marbles back out of the black jar and you might get extra ones or the auditor may take a few away, based upon the revenues received.

Trustees should understand and keep track of our marbles in the clear jar all of the time.

  2. speaking of marbles. . . . someone has obviously lost theirs!

    The other night was a special meeting of the Town. The HCCH administrator was there and she was pretty fiesty. It appeared that she felt that the clinic was being messed with for no particular reason. Fiesty, fiesty.

    Some things were said and no one countered her (I've listened to the tape). She made the following comments.

    1. The Laverne clinic fees are based on square footage.
    2. Laverne has no problem spending out money from their budget for the total electric bill and then billing them.
    3. These items were discussed several months ago and no one had an objection to them at the point.
    4. Why bring it up now.

    ANSWERS:

    1&2. Laverne owns their own electric company, do you really think they pay out money for the total building? They just bill HCCH for square footage, whoopee. The equipment to be used in the clinic will pull alot more usage than the standard computer/printer/copier that City hall uses now. Our Town is going to be in for a rude awakening when the bills begin rolling in, I give it 6 months before the disparity shows up clearly! (By the way, where are those actual quotes from Joe to put in separate meters?) 5 to 10K - in your dreams. Where was the proof?
    3. The original discussions spoke of splitting the service. The actual AdHoc committee has not had a "true" meeting in numerous months. If so, Mrs Harper would have known as she is the Town representative to the committee. Mrs Buss was there for the Hospital, due to a conflict of interest, that was discussed at the beginning of the project.
    4. Why now Ask? Let's see. This is the FIRST DRAFT of a lease agreement built by the new attorney. No one had even seen it yet nor had an opportunity to question items. Since it was sent to HCCH before the entire Board could review it, it had to be brought up in a meeting to have open discussion by the Board. After all, the Town is a business.

    Wouldn't you love to have a contract for leasing space that had NO DETAILS on how items were to be figured. It was strictly good business to question the Towns own lease agreement before it is signed by anybody.

    Those who got their hackles up or were bent out of shape have obviously never had to work through negotiations due to bad terminology on a contract. It is exhausting and sometimes a nightmare.

    There was NO negativity attached to this discussion. Only insuring that the Town had all of its ducks in a row. That they were being "good stewards" of the towns monies.

    Everyone is so quick to jump and get pissy (yes I wrote that)! Stop and think about the business side, that is what our Town Board members are there to do. Make sure that Towns business is handled legally and correctly and to make sure we are not hanging in the wind.

    Keep it up. If it ruffles feathers, who cares! It makes one wonder why they are so afraid of the Town acting as a business! Even more scary is that two of our own Board are incahoots with the hospital and were ruffled up, too? One would wonder if they are representing HCCH or the Town. You cannot serve two businesses, you must choose, are you here for the Town (the business)or not?

  4. Another way of figuring the electric usage for the clinic would be to look at the overage of the normal bill. Meaning, City Hall should have all the past records showing how much electrical usage they have paid for themselves over the past years as an average. When the clinic starts up, have them pay the amount over the average. Square footage in this case doesn't make sense. The HCCH administrator said they would do whatever City Hall wanted them to do regarding this, so to me, this would be a fair way to deal with it. The administrator said that they had even probably paid more than their fair share at Laverne when other entities in the same building had turned their thermostat to be more cool/warm, so this shouldn't be a problem.

  5. I agree. Refigure. Based on Usage. The TOB averaged 50 Kw per day. Anything over that should be charged to HCCH. Makes since to me. Hello?? Is anyone listening??? How about those who say that they never look at the blog??? What do you think about this idea?

    I think the Town loves to waste $$$$ they might as well re-install the meter as not to have any discrepancy at all...Clinic should have meter installed at their expense I know I HAD TO PAY FOR MY METER AND BOX AND THE EXTRA thingy FOR A GENERATOR TOO!!!
    Town is under so many watchful eyes, they shouldn't take chances....

  7. I take it from the many "Brilliant" comments that everyone wants to run for Elected Office next election cycle, Right???? I also take it that you would like to submit a resume and application to become HCCH staff and administration staff, Right???? Oh, that's right, that's why no one does anything outside of blog-world, because you would rather rant and rave about what people are doing wrong to a pseudo-intellectual blog administrator, than actually go to a governing board and air your grievances. If you're SO uncomfortable with what YOUR elected officials are doing, then why don't you try to run for office yourself and see what happens? It's so easy, A. Thompson can do it! I wish I could run, but alas, I don't live in the small town anymore... I long for the days that people all got along and there wasn't so much division, but I guess that's what happens when shady people are thrown into the mix.

  8. If you don't live in the town then shut your trap. What do you care? If you move back then you have a reason to speak up and express your opinion. Until then shut up and worry about the needs in your community where you do live.
    Shannac, since you are so wise and filled with intellect you should well understand, given your propensity for aptitude, that we have every right to comment to anyone, including the blog administrator for whatever reason we desire. If you don’t like it – push the button on your computer , shut it off and watch some more TV. That’ll help raise your IQ to a higher level, previously unattained by any shannac or shannacs ever before.
    WE, us commenters, those of us who do live in this small town and those of us who CARE DEEPLY about how our taxes are spent and how the town manages our resources and money have the right to express our opinions. We don’t all have a blog or a website to express opinions. We still possess the right to share our opinions as it is WE - US who support these governing boards with our money and hard work.
    It is our money, not yours if you don’t live here. It is our money that is being paid in fines to DEQ and being used to support the new doctor and clinic. It’s our penny of every dollar we spend that goes to the hospital. When and if it becomes your money that the town and HCCH is spending then we’ll care what you have to say.

    Leave it to us people who live and spend here to express ourselves using our “brilliant” comments to the pseudo-intellectual blog administrator.

  9. Wow. Buffalo population is around 1000 people give or take. Lets see..... out of that 1000 people, 2 discontents at the south end of town, two discontents on the east edge of town that are ranting and raving to themselves on their own blogs. That leaves 996 people that are perfectly happy with our town board, hospital administrators, hospital board, and everything they are doing. So go whine and snivel yourself to sleep over another beer at the turdy bird happy house. Morons!!!

  12. to the WOW blogger....there are a lot more than 4 residents who feel that things are very wrong here. and the board members are not all to be at fault, There are some who have the right idea but it does take more than one "aye" to get things passed around here.....I do believe they are finally moving in the right direction......For every step forward they may take two steps back, but at least they are moving forward!!!!!

    `Pseudointellectual` is a pejorative term used to describe someone who engages in false intellectualism or is intellectually
    dishonest. The term is often used to describe a person who regularly critiques the work of professionals while lacking the

    The blog administrator maintains the requisite background knowledge and experience to have an informed opinion as he has
    served on the board of this town and is very well informed on the issues at hand.

    I wouldn't call him pseudo anything. Rather I would drop the term pseudo all together and simply call him intelligent.
    I suppose shannac also longs for the days that people all got along and there wasn't so much division in the entire world.
    News for ya Shannac, there's never been a time that's happened. Since Adam and Eve there has been division.

    You have a valid point in that there are many from outside of the city limits who contribute to our community. We thank you very much.

    This blog is addressing problems of the infrastructure and items that have a direct impact on those that still live here, not belittling any whom have flown the coop.

    It appears, and I paraphrase, "you understand the message and the facts speak for themselves. you do not like the way it is addressed."

    I think that goes both ways.

    I had hoped we were at a point where everyone had agreed to disagree but would still look at the issues, I guess I was mistaken. There are still those out there who have to make it personal and try to make everyone look away from the facts or the problems.

  18. @ person proud to call Buffalo their hometown. Thank you, I think you made my point better than I did. But watch out! They'll tell you to "shut your trap" since you don't agree with them on every last issue. I feel that this blog is likely to make people NOT want to come to Buffalo and spend money. Why would you want to stimulate the local economy when people on a blog will find some way to tear you apart?
    Everytime I come home, I spend money in Buffalo, Whether it is at Loves for gas, Duckwall's for an essential, or the Diner for Dinner, but lately, I don't feel like coming home because everything is so tense. You can't talk to people at the diner without the conversation turning to the people that are making the town tense. They may think that they're doing good things, but they are causing people to NOT want to run for elected offices and to NOT want to participate in town-related activities for fear of being ostracized over any little thing.
    Just remember, the last person who tried to mess with HCCH was run out of town in the middle of the night. :)

  21. Shanna? the person who started it all way back at homecoming? who cares if she comes back to buffalo. Shoot dang, you think a little bit of money spent at the diner or at loves is equal to the amount of money put into the local economy in the millions over the last few years by a+ and their companies? Not even close. keep all those who left buffalo coming back every year for visits and they still don't spend anywhere near the money a+ spent in this town. you run them out of town in hopes that a few hundred people come back every year and spend a couple thousand dollars? that shows the sense of most in buffalo. if a company employees 24 people at just minimum wage for 40 hours a week that’s 6,288.00 week times 52 weeks is $326,976.00 a year just at minimum wage! Then times that by 5 years! I cant count that high! I care mor about that kind of money being lost in buffalo every year than a few dollars spent once or twice a year by people who live outside of buffalo. Then think about the insurance, workers comp, unemployment, taxes, ad valorem, sales taxes, county property taxes, car registration and everything else that a business of that size pays every year. I can’t imagine what they paid in 9.5% sales tax when they bought all the supplies to remodel the school, the gym, the old DX, the pub, their other houses and apartments. It has to be in the thousands and thousands just in sales tax.

    Stay away if you don’t like the tension. i don’t care and neither do lots of others if you don’t come back when you nake the comparison . If you don’t like the tension and what you hear at the diner then don’t go to the diner. Like the other comment said. If you don’t like what they are saying don’t visit the blog. Or like they said shut off your computer.

    Better yet, why not come back to town, start up a business that employes over 20 people, then start up a resterant that employs another 10 or 12 people. all of those people are relatives or kids of families in town. If you come back to town and do that then maybe well care what you think.

    Im not taking their side but the coments on here are so crazy you people need to stop and think how bad you look when you post this stuff. I don’t like all the crap they have exposed either but its there and we all know its there and we all ignored it for years. they have the right to be sad about it and talk about it and try to make it better.

    you talk about not wanting to live here or visit here. for everyone to see. none of their articles or comments talk that way. whos driving people out of buffalo is the same people that allow all the stuff to happen. those who ignore the law. give themselves illegal raises, dump garbage at doby. rip holes in the banks at the sewer ponds and let raw sewage seep out into the creek. those are the reasons nobody would want to come here to buffalo. Not what the blog or inside has to say. everybody knows its their opinion. they are welcome to their opinions just like my opinion I’m putting on here right now. if an outsider agrees with their opinion then maybe they wont want to live here. if they disigree with their opinion maybe they will want to move to buffalo. one or two people or hundreds of people moving to buffalo isn’t going to bring back the hundreds of thousands they brought to buffalo

  22. You're right. None of the people who grew up here and went to college are important. I'll let everyone know not to come home for homecoming, since it doesn't really matter if the out-of-towners show up. A+ school supplies is there now, and they'll take care of everything, just like Obama. And from now on, I won't be spending any money in Buffalo, you can be sure of that. The people in Buffalo obviously care nothing about their legacy.

  23. How about this, most of the people I know inc. family and there are a lot of them! work and spend their $$ some place other than Buffalo.
    Why you ask? Well they feel the same as some of you, that why should they spend their hard earned $$here to only have their taxes and water bills be raised to ensure the Town emp. get raises Illegal or not. Or to pay fines by the DEQ...or to be spent on fixing Doby when it was the City Manager who used to be in charge of Doby & let the dumping go on & on & on
    who also knew of the sewer problems, fire hydrants, and then the most recent pool drains, I s he waiting to get fined for them too? When its not repaired and they let it open in a few weeks<
    Asking for a resignation is what should be done!

  28. I'm sure you two are enjoying getiing caught back up on old times. But can we return the blog items? What is the best way to determine the split on the utilities at City hall for the new clinic? Usage, Square footage? Comparisons? Or let it fly for a few months then readdress the discrepancies?

    This is a request for opinions.

    It wouldn't matter if it was hte clinic, a beauty salon or a pizza joint. How should this business determine the correct way to bill for utilities?

  29. Okay, okay already!!! You two go back to your respective corners and cool off!! We need all of our residents, past and present, to continue to patronize our businesses and contribute to our economy!! We all cannot and will not contribute to the local coffers equally but one is no more important than another. Don't any of you see that the kind of squabbling that is being evidences in these last blog posts is what is turning folks off? Take it to another schoolyard. I thought this blog was supposed to be for bouncing CONSTRUCTIVE ideas around so that we may find equitable solutions for the problems at hand. Is it not? This should not be a place to carry out personal arguments. We won't always agree with one another but can we not at least, as concerned citizens, be adult enough to at least listen and possibly consider other ideas? One person is not always right no matter what they may think. I know I'm not and sometimes have to admit that someone else's ideas make some sense. I know presentation is the major part of negotiations and all the snappish behavior is plum shameful!!! Please just count to 10 and take some deep breaths and use your god-given senses to make some healthy progress PLEASE!!!!!!!!

  31. Using square footage for electrical usage amounts????? How does that compute? Usage is the only way to go on this! Square footage would be the way to figure rent, but not utilities. So what if Laverne does it based on square footage, it was only an idea presented by the HCCH administrator. She SAID,(I know because I heard her), whatever the Town Trustees agreed to do, she was fine with it. She also said she thought this was worked out a long time ago, however, I have a hard time thinking that, were the situation reversed, she would go with such a vague proposal! She also said that the hospital appreciated the working relationship they had with the Town and was fully prepared to pay their fair share. That being said, Town Trustees, good for you to want a more detailed agreement. That is very good business. If this is done right, we won't need to revisit it at a later date and can move on to other pressing matters at hand. One astute audience member suggested that this all be handled through our own Public Works Authority. What a GRAND idea! Isn't that what we have it for? I also think our esteemed Mayor needs a gavel and the grit to use it!! There doesn't need to be biting comments made during these proceedings. FYI, both parties were out of order. The one who was standing addressing the board had the floor, and the other who spoke without being acknowledged was out of order, then the standing one proceeded to yell at the other audience member instead of just directing dialogue to the board which also was out of order. Mr. Mayor should know this and conduct the meeting accordingly. I know the feeling of a 'loose' meeting seems to be preferable, however, in this instance, a little bit of Robert's Rules of Order needed to be enacted.
    There, I've stood on my soap box enough already!

  35. We can all see that you are an outsider now otherwise you'd know that A+ is no longer in this town having eliminated all of its jobs. Friends of ours who were making a great living are now working at Love’s or elsewhere or looking for jobs.

    Since Shanna is so very smart, do you have an answer for the sudden drop in Buffalo sales tax revenue mentioned at the last town board meeting? No? Why would that be? Because you weren't here! How can you call the blog host pseudo (great comment by the way from anonymous about "pseudo") when your imitation intelligence about this town and what’s happening in the moment is so blatantly nonexistent?

    What are you doing back in town, getting in your last hoorah?

    It's like the high school athlete who can't make it in life without accolades. He comes back to his hometown regularly to feel important. He was a star athlete in high school but not after that. He was just another guy in the real world. The beauty queen, not such a beauty in the outside world, comes back to host a pageant.

    Those of us who side with Greg and Dave, and there are many more than you think, we aren’t able to go public with our feelings and beliefs because we have to live in this town, have to shop, eat, and conduct business here and can’t just hop on a plane or drive a car back home like you can. Go put up some more decorations and make yourself feel important at the pseudopageant then go home to the east coast and take your attitude with you.

    Wake Up! They are obviously ranting to more than themselves. You responded to their rantings! I’m responding. Thousands of people visit the blog and many of them are responding to the rants.

    They’re getting under your skin aren’t they Robin? Turdy Bird lady? You have no way to respond but to make personal attacks and call them morons. You’re slowly losing any respect you think you have from your side.

    They are getting under many people’s skin. The evidence shows that their rants and raves are getting to other people and not just to themselves. Read the managers reports over at Inside Buffalo. Look at the economic developers report while you are there. We who were at the town board meeting heard the hospital administrator ranting and raving at the blogger. It looked to me like she wanted to strike the blogger! She sure was upset when he offered a way to fix a problem. She proceeded to, basically, tell him to shut up!They sure are getting to her aren't they? You then tell them they are ranting to themselves but many are hearing their self rants.
    When the economic developers report talks about the exact things the blog and inside have been talking about it makes you wonder if they are getting to him finally. I hope so. Look at the managers reports for the last few months. They are obviously getting to him or why would he be mentioning all the things they write about.
    I see more and more people who are seeing the things going on and are quietly moving to the “other side”.
    Then you have Georgeanne going off on why there are a so many violations at Doby. I'd say they got to her too. She must have seen or heard about their ranting.

    I visit this blog almost daily and although I don’t always agree with their views I get to giggle at the personal attacks and emotions shown by those against them. That’s the only thing they have. There’s no substance. No one has ever, since I’ve been visiting this blog, commented with facts or figures or anything to go against what they are writing about.

    I once sided with the status quo crowd but now I have to go to the side with the details and specifics since no one is refuting the things they are writing about.

    Count me OUT of the 996 so called “perfectly happy” people. Take my husband and kids out too. Take my neighbor and their family out because they now support the ‘other side’ too. Take out the 70+ voters for A.T. and all of a sudden you have many more who are reading their rants. Who’s the moron now?

    Everyone’s opinions are Okay. Mine are Okay, yours are Okay even if the differ. G’s are Okay, D’s are Oay. They are all Okay even if they don’t agree with G or D. That’s why they are called opinions.

  37. Crossing over....sounds like a great idea! My part time neighbor who just came here for a visit and pays property tax on the lot they stay at got a copy of the story I send out weekly to everyone, and they were glad that since their last visit someone took the initiative to get the Dung Neighbors and druggies on the way out! now if people will only support us in calling the DA and telling him to push for convictions we can get the stink and filth removed.DA # 735-2212

  39. Oh, and I haven't hosted any pageants... I've never even been in a pageant. When I was in high school, no one wanted to do a pageant my year, so the school VOTED for me to represent our town. That was obviously a huge mistake since I'm so hideously ugly and cold and prickly.
